There is a new PowerShell script available to create new Workspace 365 environments.
Changelog, version 2.4.3:
Error messages during the creation of new environments now include references to support articles that may provide a solution.
We no longer require the Global Administrator to have a valid Exchange license to create a Workspace 365 environment (it is still required to request emergency access).
